India’s Defence Industry Ecosystem: DPSUs, Private Primes & MSMEs

Structural reference on India’s defence production ecosystem — the DPSUs, private primes, and MSME supply base that underpin Atmanirbhar Bharat and the ₹38,000 crore export trajectory.

1. The Three-Tier Production Ecosystem

India’s defence industry operates as a three-tier ecosystem:

  1. Defence Public Sector Undertakings (DPSUs): HAL, BEL, BDL, MDL, GRSE, HSL, and Ordnance Factory Board successors — the platform integrators and strategic production backbone;
  2. Private Sector Defence Primes: Tata Advanced Systems, L&T Defence, Adani Defence, Bharat Forge, and emerging private shipyards — scaling land, naval, and aerospace production;
  3. MSMEs and Tier-2/Tier-3 Suppliers: Thousands of small and medium enterprises localising sub-systems, electronics, special alloys, castings, and munitions components.

2. Policy Drivers

  • Positive Indigenisation Lists: Hundreds of items embargoed for import and reserved for domestic production;
  • 75% Domestic Capital Earmark: Approximately three-quarters of the capital acquisition budget reserved for Indian industry;
  • iDEX & ADITI: Innovation pipelines onboarding startups into unmanned systems, counter-UAS, and software-defined platforms;
  • Defence Production & Export Promotion Policy: Targeting ₹3 lakh crore in annual defence production and ₹50,000 crore in exports.

3. Production & Export Trajectory

Defence production has expanded from approximately ₹46,000 crore in FY 2014–15 to over ₹1.5 lakh crore in FY 2025–26, while defence exports have grown from ₹686 crore in FY 2013–14 to over ₹38,000 crore in FY 2025–26 — a fifty-five-fold increase that marks India’s emergence as a credible defence supplier to partner nations across Asia, Africa, and Latin America.

4. Strategic Significance

The defence industry ecosystem performs triple duty: it sustains sovereign production capability, generates high-value employment and technology spillovers, and converts industrial strength into strategic partnerships through exports, joint ventures, and technology transfers.
