India’s Defence Exports Cross ₹38,000 Crore: The Atmanirbhar Export Doctrine

An institutional analysis of India’s defence export trajectory — from ₹686 crore in FY 2013–14 to over ₹38,000 crore in FY 2025–26 — and the policy architecture converting domestic production into strategic influence.

Executive Abstract —India’s defence exports have grown from ₹686 crore in FY 2013–14 to over ₹38,000 crore in FY 2025–26, a fifty-five-fold expansion that marks the emergence of a structural export doctrine. This paper examines the policy instruments — the positive indigenisation lists, the iDEX innovation pipeline, and the 75% domestic capital earmark — that have converted India from a net importer into a credible defence supplier to partner nations across Asia, Africa, and Latin America.
Methodology & Verification: Documentary analysis of Ministry of Defence and Press Information Bureau defence export disclosures, Defence Production Department annual data, and the Defence Acquisition Procedure (DAP) indigenisation framework under Defence Observer’s 5-Level Verification Protocol.

1. Strategic Context

For decades, India’s defence trade balance was defined by import dependence. The reversal of that trajectory is now measurable: defence exports have expanded from ₹686 crore in FY 2013–14 to over ₹38,000 crore in FY 2025–26 — a fifty-five-fold increase in twelve years. This is not a cyclical spike but a structural transformation driven by deliberate policy design.

2. The Policy Architecture Behind the Surge

Three interlocking instruments underpin the export expansion:

2.1 Positive Indigenisation Lists

Successive Positive Indigenisation Lists have placed hundreds of items under embargo for import and reserved them for domestic production, creating assured demand visibility for Indian manufacturers and a proven product base for export.

2.2 The iDEX Innovation Pipeline

The Innovations for Defence Excellence (iDEX) framework has onboarded hundreds of MSMEs and startups into defence production, converting prototypes into exportable sub-systems, unmanned platforms, and electronics.

2.3 The 75% Domestic Capital Earmark

With approximately 75% of the capital acquisition budget earmarked for domestic procurement, Indian industry now operates at production scales that make export pricing competitive and delivery schedules credible.

3. Export Geography & Strategic Effect

Indian defence exports now reach partner nations across Asia, Africa, and Latin America, spanning patrol vessels, artillery systems, radar, and unmanned platforms. Each export contract performs triple duty: it sustains domestic production lines, deepens strategic partnerships, and embeds Indian standards and sustainment ecosystems in partner forces.

4. Institutional Assessment

For the export trajectory to compound, three alignments remain essential:

  • Export Clearance Velocity: Streamlining authorisation timelines so that Indian suppliers can meet partner procurement windows;
  • Financing Instruments: Expanding lines of credit and export financing to match competitor offers;
  • Sustainment Ecosystems: Bundling spares, training, and upgrade pathways with every platform sale to lock in long-term partnerships.

Official MoD Disclosure Summary:

The Supreme Commander of the Armed Forces embarked Indigenous Aircraft Carrier INS Vikrant off Goa, observing 15 frontline surface combatants and submarines, deck-launched MiG-29K fighter operations, missile firing drills, and coordinated P-8I maritime patrol flypasts.

Doctrinal & Force-Posture Assessment:

Transitioning INS Vikrant from sea trials to an integrated 15-ship Carrier Battle Group validates the Indian Navy’s two-carrier operational doctrine, enabling simultaneous sea-control task groups across the Arabian Sea and Bay of Bengal. Coupling deck-launched fighter sorties with P-8I anti-submarine warfare telemetry closes surveillance gaps across the Nine-Degree Channel, Bab-el-Mandeb approaches, and Western IOR sea lines of communication.

Official MoD Disclosure Summary:

DRDO successfully flight-tested India’s first long-range hypersonic missile from Dr APJ Abdul Kalam Island off the Odisha coast. Designed to carry multiple payloads for ranges exceeding 1,500 km for all three Services, the missile was tracked by multi-domain downrange ship and range sensors, confirming high-accuracy terminal manoeuvres.

Doctrinal & Force-Posture Assessment:

Entry into the operational hypersonic glide and manoeuvring strike club compresses adversary air-defence decision cycles along both high-altitude continental sectors and distant Indo-Pacific maritime choke points. Provides the proposed Integrated Rocket Force (IRF) and Tri-Service Theatre Commands with a non-ballistic, depressed-trajectory conventional counter-force option immune to legacy terminal missile defence batteries.

Chief of Defence Staff Gen Anil Chauhan chaired the 35th Tri-Services Training Commanders’ Conference at Southern Naval Command, Kochi, reviewing jointness in training, multi-domain warfighting curricula, and shared tri-service training infrastructure across the Indian Army, Navy, and Air Force.

Doctrinal & Force-Posture Assessment:

True theatreisation cannot succeed via top-down organograms alone; standardising officer education, joint C4ISR staff procedures, and common logistics taxonomy at the Training Command level removes cultural stovepipes before operational theatre activation. Directly operationalises the statutory powers of the Inter-Services Organisations (Command, Control and Discipline) Act, 2023, preparing joint staff cadres for seamless cross-service postings.
